The name Caerminster is derived from the Sylvin language, as Caerminster was founded by Èbre Ingham, who was culturaly Sylvin.
Climate
Caerminster has a yearly average temperature of 21°C (69°F), with its average temperature during the summer being a pleasant 25°C (77°F) and its average temperature during the winter being a cool 17°C (62°F). Caerminster receives an average of 242 cm/y (95 in/y) of precipitation, most of which comes in the form of rain during the summer. Caerminster covers an area of nearly 5 km2 (2 mi2), and an average elevation of 4914 m (16122 ft) above sea level.
Overview
Caerminster was founded durring the late 10th century, by Èbre Ingham. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Èbre Ingham.
Caerminster was built using the conventions of Sylvin durring the late 10th century. Naturaly, all settlmentss have their own look to them, and Caerminster is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Caerminster is is constructed arround a series of premissive canals mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The town has a defencive wall made from querried stone. The wall is equipped with a full set of battlments but the nature of its construction methodology leaves it somewhat vulnerable to siege equipment. That said, the town is well defended against anything short of an army. The town's cost-cutting-focused defences are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the town's defences.
A look arround Caerminster reveals an abundance of schools, libraries, and other academic structures. Locals can be overheard having academic discussions, as well as talking about scholarly subjects in general. It’s quite clear the town places a lot of value on education and being a learned individual.
Civic Infrastructure
Caerminster has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Caerminster has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Caerminster. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Caerminster's parks.
Caerminster has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Caerminster.
Caerminster has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Caerminster has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Caerminster has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Caerminster's public wards, blessings, and other arcane systems.
Caerminster possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Caerminster's grid is powered by a direct leyline tap.
Caerminster has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Caerminster's natural decorations nor waterways.
Caerminster has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
There’s more than one leader in Caerminster, but at least some of them are at each other’s throats. It might be a conflict between formal leadership and informal authorities, or it could be a struggle among civil officials. Their interests might diverge sharply, or it could be a personal grudge that’s boiled over. Outside threats and internal problems are likely being ignored until the power struggle is resolved.
Caerminster's town hall was built using a different architectural style from the rest of the town. The style used is best known for its functional shapes, abstract shapes used sparingly for decor, simple color schemes, holistic design, and basic industrial materials. Its simple designs were created to be beautiful, functional, and mass-producible. The style used little to no embellishment or ornamentation, instead drawing attention to the streamlined design, such as flat roofs to create a simple, geometric look. The simplicity masks the style's nearly sinister functionality, as every last feature is designed to guide the people living in the building in how to make the most efficient use of the structure.
Due to the actions of local Kami, winter is long in Caerminster.
The Ice Elemental, Medium near Caerminster are known to be more aggressive than normal.
Caerminster's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves long periods of drunkenness to channel Abjuration energies of tier 2 via throat singing.
Economy
